The Napoles Story: So the entire Philippines will know

Janet Lim Napoles has strong ties before with the late Emilia Boncodin, DBM Secretary. Emilia is the one that keep Janet in the loop whenever a budget or SARO is approved and to which senator or congressman.

Gringo Honasan is a dear friend of Janet’s husband, Jimmy Napoles. I was surprised when I read somewhere online when Honasan was interviewed and he said that he doesn’t know the Napoles family.

During the coup in Cory’s time, Jimmy Napoles was driving a tank on the way to Camp Crame when his tank was hit by a mortar. Jimmy was operating the .50 caliber machine gun and the soldier driving the tank died during the blast. Jimmy survived and was jailed along with Honasan. If you can get clear photos of Jimmy Napoles online, you will see that part of his face and his arms show burn marks.

Their wealth started to build up during the late 90’s when they engaged themselves with mayors based in Zamboanga to use them as a front for a Foundation that will implement projects or deliver farm materials. With connections at COA, they were able to arrange completed projects without delivering anything. They established JLN group of companies sometime in 2000 and they moved to their new office from AFPOVAI to Discovery Suites on the 25th floor.

Soon enough, they were able to develop deep connections with more legislators in Congress and numerous senators. What JLN Group Of Companies do and their sub-companie, Jo-Chris Trading (named after their eldest child, Jo-Christine “Neneng” Napoles) – they use their foundations as the implementing agency for the funds of congressmen or senators. You see, congressmen and senators have budget, PDAF or the pork barrel , but these politicians do not have direct access to their funds and they can never touch it. So what they do is the politicians will create a project (common one is fertilizer distribution to farmers) and will ask DBM to set the budget. Then, there will be a public bidding to be held by DAR. The outcome of the bidding is already fixed and it’s Napoles foundation wins. The fund or SARO will be released through Janet’s foundation and the congressmen/senators will ask 70% of the whole amount. So if the project is P10 million, Janet will give 70% of that. Usually Janet’s nephew, John Francisco Lim is the courier of the money, they will meet at Podium or at a parking lot. The money are stored in plastic bags or paper bags.

So, whatever is left from the budget, 30% goes to Janet. They usually cash-in the check they get from DBM at Landbank in Greenhills and the manager there is part of Janet’s payroll. Janet also need to pay the inspectors from COA and whoever is involved in DAR.

This is their workflow. This is what they do for more than a decade. This is how the senators and congressmen make money. This is why theses politicians have so much and working class Filipinos almost have nothing. This is not only Janet’s fault. The greediness of the senators and congressmen are the driving point that keeps this system operating. It is also amazing that if Janet’s family and her company goes into trial, the people who will try them judges, senators, congressmen, are also part of this. I fear for the life of Benhur and Merlina as whistleblowers. Soon enough they will die. The people of the Philippines should protect them. NBI or the witness protection program cannot do anything about it. Because they are keeping the whistleblowers alive for their own use only. Once Janet gives payments to the NBI and once Revilla, Honasan, Arroyo, Pichay, Ducut, Pineda, Lim, Estrada, Soto, Lapid, and almost all the congressmen who were in post for the past decade, step in – there’s nothing Benhur or Merlina can do. They are as good as dead by now.

      • Binay has a system called yellow card..where voters from makati supposedly get FREE medical services from Makati Med. So since the voters avail of this, the payment ultimately is shouldered by the makati government.. BUT is at times NOT fulfilled..hence the UTANG

These poor class should be given help via government funding but they need to eliminate voting by them because it sets up the incredible vote buying schemes

  8. The Only way the Philippines will be able to get out of this quagmire is for its citizens to be patriotic and really love their country. Set aside the “bahala na” culture and from dirt poor to middle class to practice their roles as citizens of their beloved country. The culture of naivity and self-serving should be annihilated. Schools must teach children to be patriotic. If we see policemen and soldiers die in Mindanao or somewhere else, does the Filipino show unity and love to that soldier. No! They don’t see the sacrifice these soldiers bring into the table, they don’t see these soldiers fighting for freedom that they neglect as citizens. Let there be a law of mandatory military service so everyone will be disciplined and taught to love their country. What makes us different from Singapore and other coutries that have this law? I believe one culture that is a hindrance is the sense of ENTITLEMENT that the Filipinos feel, from the masses to the rich.

    • People in the Philippines are fearless. The government must incorporate the “Corporal Punishment” like in Singapore. Philippine law is very lenient, that is why its people don’t respect it. Laws are in favor of the criminals, that is their safe haven. It’s time for a change.

  12. who ever you put as a president he can’t do anything as long as all that surrounds him/her are greedy.. remember before running fir a position in the government they need money, so they need a sponsor for that… then when they win these people will ask for a favour, then a ghost project will appear… etc… you know what will be the next.. philippine government is useless, where are the budget for military, farmers, education have you seen any improvement for those thing. These are mostly needed by a country..

  20. i have heard of these things many times in the past but it’s hard to prove because i am not part of the ring and besides it’s a very strong “mafia” that you are to bump with…indeed, benhur & merlina were brave enough to make themselves as the “sacrificial lambs”… we salute them…they are even braver than the Fallen 44 because after their turns in the investigation, they will neither receive “honor” nor award of valor or maybe their families got pension, scholarship, house & lot or financial assistance, etc…their lives will be like any other whistleblowers in the past…they just fade away! “kawai su desu”…

  21. what will become of us? and our succeeding generations, if we remain complacent and just standing on the sidelines watching the mostly greedy senators and congressmen, government officials in the executive and judiciary, continue doing their thing of bleeding dry our National Treasury, pocketing a huge chunk of the country’s annual budget which is supposedly for the development of our country and its people. The high economic growth of our country can be attributed mainly to the OFW remittances and the BPO industry which make our country afloat. Not from supposedly foreign investments that can come in and come out at the pleasure of psudo-investors. The protestations by some nationalist legislators and civil society groups on the very corrupt system of our government will just be like a voice in the wilderness if we, all, do not act NOW. But we still need genuine, nationalist, patriotic leaders to lead us – sana the likes of Tanada, Salonga, Robredo, Orbos, Paterno; and more of the Makabayan bloc reps and support by respectable media people like Failon; and some good officers who are also sick and tired of corruption in the military, to enable us to drive away the rogues in robes, plunderers in suits and scalawags in uniform and overhaul, or if not, a drastic total change in the system of government. Enough na please of US intervention thru its dirty tricks agency – the CIA. My take

I think these people and most of their family members that are indulged to wealth that comes from our hard earn taxes, fame and glory. they will do everything to continue to get a position in government where they can stay connected to keep their special family names over in govern in their regions. while these bastards are taking the opportunity of high poverty rate in the country which they are the great cause the poor Filipino people can be easily deceived and bribed so they have no good choice to vote for a real trust worthy political candidate and this kind of system will just continue until generation to generations.. In addition Filipino’s must keep an eye to celebrity politicians because most of them take the opportunity of popularity to have a position in the government and steal money because their showbiz career is almost dying.

    • This is just the tip of the iceberg. There are insiders out there in the private circles of these people involved who know much more and are afraid to disclose what they know. The billions in offshore accounts of Philippine money deposited in the names of layers and layers of fronts ( relatives,friends,cronies and trusted associates) that were supposed to have funded the development and infrastructure programs benefiting the nation and its citizens. Is anyone surprised why the Philippines has a third world status supplying the world’s maids and menial workers? There is honor in labor but the sad irony is that it did not have to be this way,

  42. You can never get justice for the filipino from these politically connected mafia in ordinary court of law as they control every aspect of the police and judicial system. Even if you appoint a special task force. The only way you can do it is to declare a revolutionary govt, prevent these people from leaving, arrest all politicians as well as their families and try them before a people’s tribunal. If found guilty, seize all their assets, and sentence them to hard labor in a penal colony, preferably outside of the country.
